Demos launch their new report on the care system, In Loco Parentis, at One Birdcage Walk in the heart of Westminster. The report, funded by Barnardo's, is introduced by Celia Hannon, head of the Family and Society programme at Demos.
Kim Catcheside, chair of the event, invites three speakers to respond to the report: Tim Loughton MP, Minister for Children and Families; Councillor Shireen Ritchie, Chair of the LGA's Children and Young People Board; and Martin Narey, Chief Executive of Barnardo's.
The report states that to deliver the best for looked after children, the state must be a confident parallel parent.
